ਬਠਿੰਡਾ, 15 ਸਤੰਬਰ: ਬਠਿੰਡਾ ਦੇ ਐਮ ਪੀ ਹਰਸਿਮਰਤ ਕੌਰ ਬਾਦਲ ਨੇ ਅੱਜ ਕੇਂਦਰੀ ਸਿਹਤ ਤੇ ਪਰਿਵਾਰ ਭਲਾਈ ਮੰਤਰੀ ਸ੍ਰੀ ਜੇ ਪੀ ਨੱਢਾ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਜਿਣਸੀ ਛੇੜਛਾੜ ਤੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਵਿਚ ਲਿਪਤ ਹੋਣ ’ਤੇ ਏਮਜ਼ ਦੇ ਪ੍ਰਮੁੱਖ ਸੁਰੱਖਿਆ ਮੈਨੇਜਰ ਖਿਲਾਫ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇ।
ਮੰਤਰੀ ਨੂੰ ਲਿਖੇ ਪੱਤਰ ਵਿਚ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਦੇ ਸੀਨੀਅਰ ਆਗੂ ਨੇ ਕਿਹਾ ਕਿ ਪ੍ਰਮੁੱਖ ਸੁਰੱਖਿਆ ਅਫਸਰ ਮਨਜੀਤ ਸਿੰਘ ਨੇ ਕਿਵੇਂ ਮਹਿਲਾ ਸੁਰੱਖਿਆ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਨਜਾਇਜ਼ ਸੰਬੰਧ ਬਣਾਉਣ ਵਾਸਤੇ ਮਜਬੂਰ ਕੀਤਾ, ਇਸ ਬਾਰੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਦਫਤਰ ਨੂੰ ਸ਼ਿਕਾਇਤਾਂ ਸੌਂਪੀਆਂ ਗਈਆਂ ਹਨ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਅਪ੍ਰੈਲ 2024 ਤੋਂ ਅਨੇਕਾਂ ਵਾਰ ਨੋਟਿਸ ਦਿੱਤੇ ਜਾਣ ਅਤੇ ਯਾਦ ਪੱਤਰ ਦਿੱਤੇ ਜਾਣ ਦੇ ਬਾਵਜੂਦ ਏਮਜ਼ ਮੈਨੇਜਮੈਂਟ ਨੇ ਇਸ ਬਾਰੇ ਰਿਪੋਰਟ ਪੇਸ਼ ਨਹੀਂ ਕੀਤੀ।
ਹਰਸਿਮਰਤ ਬਾਦਲ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਅਫਸਰ ਜਿਸਨੂੰ ਜਿਣਸੀ ਛੇੜਛਾੜ ਵਿਚ ਸ਼ਾਮਲ ਹੋਣ ਕਾਰਨ ਪਿਛਲੀ ਨੌਕਰੀ ਤੋਂ ਕੱਢ ਦਿੱਤਾ ਗਿਆ ਸੀ, ਜਾਅਲੀ ਕੰਪਨੀਆਂ ਦੇ ਨਾਮ ’ਤੇ ਏਮਜ਼ ਵਿਚ ਭਰਤੀਆਂ ਕਰਦਾ ਰਿਹਾ ਹਾਲਾਂਕਿ ਉਸਨੂੰ ਭਰਤੀਆਂ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਤੋਂ ਲਾਂਭੇ ਕਰ ਦਿੱਤਾ ਗਿਆ ਸੀ।
ਮੈਂਬਰ ਪਾਰਲੀਮੈਂਟ ਨੇ ਕਿਹਾ ਕਿ ਮਨਜੀਤ ਸਿੰਘ ’ਤੇ ਨਵੇਂ ਭਰਤੀ ਹੋਏ ਸੁਰੱਖਿਆ ਅਮਲੇ ਤੋਂ 20 ਲੱਖ ਰੁਪਏ ਰਿਸ਼ਵਤ ਲੈਣ ਦਾ ਵੀ ਦੋਸ਼ ਹੈ ਜਿਹਨਾਂ ਨੂੰ 40 ਹੋਰ ਸਥਾਈ ਸੁਰੱਖਿਆ ਸਟਾਫ ਦੀ ਥਾਂ ’ਤੇ ਭਰਤੀ ਕੀਤਾ ਗਿਆ ਤੇ ਪੰਜ ਮਹੀਨਿਆਂ ਵਿਚ ਬਰਖ਼ਾਸਤ ਕੀਤਾ ਗਿਆ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਇਹ ਕਾਰਵਾਈ ਨਾ ਸਿਰਫ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਹੈ ਬਲਕਿ ਸੰਸਥਾ ਦੀ ਸਾਖ਼ ’ਤੇ ਵੀ ਸਮਝੌਤਾ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਅਜਿਹਾ ਜਾਪਦਾ ਹੈ ਕਿ ਉਚ ਅਧਿਕਾਰੀ ਇਸ ਅਫਸਰ ਦਾ ਬਚਾਅ ਕਰ ਰਹੇ ਹਨ ਤੇ ਉਹਨਾਂ ਦੀ ਵੀ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਵਿਚ ਕੋਈ ਦਿਲਚਸਪੀ ਹੋ ਸਕਦੀ ਹੈ।
ਬਾਦਲ ਨੇ ਸਾਰੇ ਮਾਮਲੇ ਦੀ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਅਤੇ ਕਿਹਾ ਕਿ ਫੌਰੀ ਦਰੁਸਤੀ ਭਰੇ ਕਦਮ ਚੁੱਕਣ ਦੀ ਲੋੜ ਹੈ। ਉਹਨਾਂ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਇਹ ਸਿਰਫ ਇਕ ਵਿਅਕਤੀ ਦੇ ਗਲਤ ਰਵੱਈਏ ਦੀ ਗੱਲ ਨਹੀਂ ਬਲਕਿ ਏਮਜ਼ ਵਿਚ ਭਰਤੀ ਦੀ ਸਾਰੀ ਪ੍ਰਕਿਰਿਆ ’ਤੇ ਹੀ ਸਵਾਲ ਹੈ। ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਇਸ ਪ੍ਰਣਾਲੀਬੱਧ ਅਣਗਹਿਲੀ ਨੂੰ ਦਰੁੱਸਤ ਨਾ ਕੀਤਾ ਗਿਆ ਤਾਂ ਮੁਲਾਜ਼ਮਾਂ ਖਾਸ ਤੌਰ ’ਤੇ ਔਰਤਾਂ ਦੀ ਸੁਰੱਖਿਆ ਖ਼ਤਰੇ ਵਿਚ ਪੈ ਸਕਦੀ ਹੈ ਅਤੇ ਇਸ ਅਹਿਮ ਸਿਹਤ ਸੰਸਥਾ ਦੇ ਅਕਸ ਨੂੰ ਢਾਹ ਵੱਜ ਸਕਦੀ ਹੈ। ਉਹਨਾਂ ਨੇ ਮੰਤਰੀ ਨੂੰ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਉਹ ਇਸ ਮਾਮਲੇ ਵਿਚ ਝਿਲਮਿਲ ਸਿੰਘ (ਸੁਰੱਖਿਆ) ਵੱਲੋਂ ਦਿੱਤੀ ਸ਼ਿਕਾਇਤ ਤੇ ਅਖ਼ਬਾਰਾਂ ਦੀਆਂ ਕਾਤਰਾਂ ਵੀ ਨਾਲ ਨੱਥੀ ਕਰ ਰਹੇ ਹਨ।
Bathinda MP Harsimrat Kaur Badal today appealed to union health and family minister J P Nadda to take action against the Principal Security Manager of AIIMS for indulging in sexual harassment and corruption.
In a letter to the minister, the senior Shiromani Akali Dal (SAD) leader said complaints had been submitted to the office of the Deputy Commissioner detailing how Principal Security Officer Manjit Singh had abused his position to coerce female security personnel into inappropriate relationships. She detailed that despite multiple notices and reminders to the AIIMS management to submit a report in this regard since April 2024 the same was not submitted.
Mrs Badal said the officer, who had been terminated from his last job for indulging in sexual harassment, continued to conduct recruitments at AIIMS through dubious front companies despite having been removed from the responsibility of conducting recruitments.
The MP said Manjit Singh was also accused of accepting bribes worth Rs. 20 lakh from newly recruited security personnel, who were recruited in place of 40 permanent security staff that were arbitrarily dismissed within a span of five months. “These actions amount not only to gross corruption, but also compromises the integrity of the institution”, Mrs Badal said in the letter adding “it seems the officer is being shielded by higher authorities who might have a vested interest in this act of corruption”.
Calling for a probe into the entire issue, Mrs Badal said urgent corrective steps should also be taken immediately. Asserting that this was not a case of individual misconduct but concerned the integrity of recruitment and oversight mechanisms at AIIMS, Mrs Badal said “such systematic failure if left unchecked threatened the safety of employees, especially women besides tarnishing the reputation of the premier health institute”. The MP also told the minister in her letter that she was enclosing a copy of a complaint made by Sh Jhilmil Singh (Security) in this regard besides newspaper cuttings.
